An Assistant Chief manages the division and is supported by a staff of inspectors and investigators. FPE&I plays a critical role in fire prevention, code enforcement, and fire investigation to ensure the safety of Rockwall’s residents, workers, and visitors.
Fire Prevention & Code Enforcement
- Enforces local, state, and national fire codes.
- Conducts inspections to identify and correct fire hazards.
- Reviews permit applications and construction plans for compliance.
Fire Investigations
- Determines the cause and origin of fires.
- Investigates suspicious or intentional fires in collaboration with law enforcement.
- Collects evidence and provides expert testimony when necessary.
Public Education & Outreach
- Offers fire and life safety education programs for schools, businesses, and community groups.
- Provides training on fire extinguisher use, evacuation procedures, and emergency preparedness.
The FPE&I Division is dedicated to providing comprehensive fire safety resources and assistance. K9 DIVISION
Meet Vigil, she is a 3 year-old Belgian Malinois. Vigil is an accelerant detection canine trained to detect the presence of ignitable liquids. She has been with the Rockwall Fire Department for 1 1/2 years. Vigil and her handler, Sam Stephenson, train together weekly. Vigil undergoes yearly certifications and is certified by the Texas State Fire Marshal’s Office and the North American Police Work Dog Association (NAPWDA). Vigil’s training and certifications are very difficult and she is very good at her job. Vigil works fire scenes in Rockwall and also assists other Fire Departments in the area to help determine how fires started.

FIRE & LIFE SAFETY EDUCATION
The Rockwall Fire Department is dedicated to providing many public education programs designed to benefit the residents of Rockwall. We provide these services by offering youth, adult and senior safety and injury prevention education throughout our community. Presentations are made throughout the community on a variety of safety issues including: home and workplace fire safety, weather preparedness, and many others.
